We have an OSM based tool to crowdsource flooded street locations for Chennai: http://osm-in.github.io/flood-map/chennai.html
It uses OSM data and some simple javascript for the magic. The flooded street geometries are stored as a separate layer when clicked and overlayed on top of the map.
