Like Sajjad said theres no straightforward way if you want ready to use polygons. You will need to get a set of shapes from OSM and manually merge/cut them to get the needed output.
- India boundaries and claimed areas http://overpass-turbo.eu/s/voe - World coastline http://openstreetmapdata.com/data/coastlines As you see in OSM the boundaries of countries extend into the territorial waters and you may want to subtract it.
