Have added Mumbai City, Mumbai Suburban, Thane and Raigad districts. Source: Used the datameet districts <https://github.com/datameet/maps/tree/master/Districts> shapes to import into JOSM. From there cut out the missing boundaries that needed to be added and manually added the new relations.
