Hello, The first step for the project would be to find how many districts are already mapped. https://wiki.openstreetmap.org/wiki/Districts_in_India
Overpass query will give us districts relations. (It is placed in above page) We can break down them to state list. Then will be able to find the gap. After that, we can try to get data from the different source. Please add district relations to state-specific lists.
