I'm unable to exactly understand how the VCB works, also there seems to be no other resources that describe this structure apart from the Kerala RD website.
>From what I can gather, the VCB seems to operate like a small barrage where shutters help raise the level of water. As a minor water diversion structure, it seems appropriate to tag it as a waterway=weir and a secondary tag like weir:type=vcb
