The code is at https://github.com/gravitystorm/openstreetmap-license-change/tree/against_api and in particular the files: users_whitelist.txt changesets_whitelist.txt changesets_blacklist.txt additional_users.xml We would like people to help check that these files are sane, so that we don't end up (say) deleting Frederik's edits, and keeping John Smith's, as the result of a typo. So if you have any time (asap, of course) to run some simple tests of your choosing and satisfy yourself that it's sane, and report back, that would be very welcome. Thank you.
