OSM has a schema outlined for creating turn restrictions: http://wiki.openstreetmap.org/wiki/Relation:restriction
I corrected and added a few here: http://www.openstreetmap.org/browse/changeset/4159107 no_left_tern restrictions are implemented along the Ayala-Gil Puyat intersection. Please add more for major roads.
