Most of the is_in:state tags have the value "Province of" in the name.
 For example:

Question, is it too verbose?

Disclosure:
I'm appending the is_in:state tags to town and cities points in the
osm-ph garmin map.  See:

I can of course pre-process the OSM data before compiling the Garmin
map, but it would be nice to clean the main data if we agree that
this is redundant.  The benefit I see with the text "Province of"
remaining in the database is to make it explicitly refer to the
province since it is added in the is_in:state tag to avoid confusion
with the "state" from other countries.
