According to this Manila Bulletin article <http://www.mb.com.ph/articles/293025/skyway-extension-sucat-opens>, the segment of the Skyway from Bicutan to Sucat (not Alabang) is now open (and I think the ramps from SLEx ground-level will be dismantled) as well as SLEx Toll Road 3 project or the SLEx-STAR link road.
