R.A. 10170 <http://www.gov.ph/2012/07/02/republic-act-no-10170/>, which was signed into law on July 2, 2012, has split QC's large 2nd district (mainly Novaliches area) into 3 bringing the number of QC's districts to 6.
These six districts now comprise QC's six legislative districts as well as the 6 Sangguniang Panlungsod districts. Thus, QC will have 6 House Representatives and 36 city council members (6 per district) starting from the 2013 National Elections. This reapportionment should have been done a long time ago. QC's population of about 2.7 million (bigger than most provinces) actually entitles it to around 10 districts.
