It seems that that the coverage for highres (up to zoom 19) images for tracing 
is available only in the US and (some) EU countries (see 
http://www.mapbox.com/blog/huge-mapbox-satellite-update/ ). I expect that such 
coverage will be extended to other countries in the later part of the year.

I just found out the iD can directly load MapBox satellite.
Unfortunately, it doesn't have tiles beyond z14 for areas I checked.
For other places outside PH, there are tiles up to z19
