Manila's administrative and legislative districts boundaries were mapped because the data or information about them is available.
Manila's administrative districts are defined by law in R.A. 409, which is the Revised Charter of the City of Manila. For example, here's the description of the boundary of the district of Quiapo: Beginning at the intersection of the center lines of Calle Azcarraga and > Estero de Quiapo; thence along the center lines of Calle Azcarraga, Legarda > and E.
