I believe this situation from earlier this year is connected: https://lists.openstreetmap.org/pipermail/talk-se/2020-May/003876.html There were hacked accounts importing one locality per changeset from bad data sources. Those accounts were also hacked. I’m not sure if anyone contacted DWG back then though.
