I am happy to crosspost to community.osm.org but should we flesh out the 
proposal a little bit beforehand? One paragraph seems a bit too small of a 
basis for discussion.

What are some example objects where you would adopt this tag?

What are some example objects where you would _not_ use this tag? That is, 
where do you draw the line distinguishing a public_transport=access_space and a 
large platform?

Is a subway station mezzanine (an in-between level between ground level and 
platform level) a public_transport=access_space?

Can a public_transport=access_space ever be outdoors? Or have only a roof? Or 
does it always need roof/ceiling and walls?
