(I thought that I would split my answers on EPA and NHD).

I know that there is already a coordinated effort on importing NHD.
Please don't upload NHD data for an area that you are not familiar
with.  I am familiar with the NHD data in our area and I can tell you
that it is still receiving a large number of edits at the state-level
and that these improvements have not been submitted to EPA/USGS yet.
It just takes time to edit, review, and push up to the feds.

NHD also comes in two resolution (1:100k and 1:24K).  I am not sure
what data most people are uploading.  The 24K data is receiving the
most edits at this time.

This is another data set that will be evolving over time and for it to
be of value, there will need to be a way to replace line segments in
some sort of automated way.  It the import is a one-shot deal, please
don't import the NHD for my area yet.
