It's not true?  Freeway is not the same as "motorway".  You gave the
definition of "motorway" yourself.  "designed for

traffic<http://en.wiktionary.org/wiki/traffic>,
having restrictions <http://en.wiktionary.org/wiki/restriction> on the

permitted <http://en.wiktionary.org/wiki/permitted>".  Motorway, by
definition, is exclusive to motor vehicles.  If bicycles aren't prohibited,
it's not a motorway.
