That's an explanation of how to convert the tiger fields into OSM
keys.  The only preserved data is:

"The Tiger Line ID (tlid) as well as the TIGER start and end zero-cell
fields, and maybe the raw CFCC should be preserved, just for the hell
of it."

Oh, okay, just for the hell of it.

the tlids don't even make sense.  "tiger:tlid =

 Just for that short little bridge?  This info should be right (which
means *one* tlid) or it shouldn't be there at all.  We shouldn't keep
this crap around "just for the hell of it".
