These two will generally share nodes (if mapped properly, e.g. http://www.openstreetmap.org/?lat=28.6015&lon=-81.419&zoom=16&layers=M rather than TIGER's horrible approximations) and so should be combined.
Most of the others you mentioned can occasionally intersect (e.g. a building going right up to the property line, a road going through a building with covered=yes) but should not cause any real problems if split.
