Mike,

I think it is unreasonable to expect the average sat-nav user to
selectively update just bits of their data based on the progress with
data replacement.
They don't want to know about the licence change or inner workings of
the OSM community, they just want accurate up to date routable data
that can be downloaded easily into their GPS.

They are not going to be able to build their own maps from slices
of OSM data.

Therefore if remapping isn't done (urgently) then the users will have
to freeze the updates and miss out on all the new roads that are built
after the licence changeover. This is a real shame since being right
up to date is one of OSM's greatest strengths.
