Treating this as a new import, I have a few questions

 

Is there a page on the wiki with the information called for in
http://wiki.openstreetmap.org/wiki/Import/Guidelines#Document_your_import_on
_the_wiki? There is the Kern County page, but that is a page for the county,
not a page for an import.

 

What software do you plan to use to convert shapefiles to OSM?

 

Can you post an example of the data in .osm format, that way we can see how
the data tagging as well as the accuracy is.

 

The metadata for the Bakersfield source contains the following clause

 

You agree not to provide a copy or partial copy of any data

to any other party, including consultants under

contract with you, without disclosing that the copy or partial

copy was obtained from The City of Bakersfield and

without attaching a duplicate of these Terms and Conditions.

 

I know that you had informally obtained different permissions for some data
but that it wasn't particularly well documented. Could you obtain clearer
permission, including for the data previously imported.

Yes, I guess it would be considered as a new import since it includes new
data not originally included from the city. But it is a selective import
since not all the data is new. I plan to do it in several small uploads so I
can verify the accuracy.
