It's not impossible - but the devil is, as always, in the details. You can obviously limit it to only cases where there is a motorway with a motorway_link branching off and no left/right tags, but it's not just that.
If that link itself then has a Y branch (e.g. to turn left or right), it will need splitting because it's unlikely both branches will lead to the same place. There are probably other cases.
If there is a desire to do a mechanical edit I can probably take a look at doing so and we can hash out the logic required, but I wouldn't want to do so until there's general agreement on the idea in principle of doing a mechanical edit.
