You always can be counted on to find data, even if it is obscure. SteveA, I'd be happy to convert the shapefile to an .osm file for importing. It could be broken into smaller chunks to use the tasking manager. Maybe by county. Someone needs to create a import page on the wiki and announce it on the import mailing list.
