I don't see where you're getting the "interstate references shouldn't go in the destination tag" bit...can you quote the sentence/paragraph on that? I agree that it seems wrong, for the same reason you listed.
The ref= tag is used for the highway number on the actual highway itself. E.g., I-95 should have a "ref=I 95" on the highway=motorway. The ref=tag is used on freeway exits to indicate the exit number on the junction node (where the exit ramp diverges from the freeway). I put whatever is on the sign in the destination= tag, even if it's an Interstate number. Abbreviating Interstate as just "I" does seem to go against the OSM rule of not using abbreviations. :-) I suspect that it started that way (abbreviated) because in Europe they have highway naming systems that just have a letter that has no meaning (that is, not an abbreviation), so they just figured the same thing applied to the U.S. and we just used the letter I for our major freeways instead of the letter A like most of them do. Although I've been just using the letter I, I would say that Interstates should be spelled out to conform to the no-abbreviation rule. As for north/south, same thing: spell them out. And I don't use the dash, and put a blank, as you describe.
