I believe highway=services would be a better tag for this (dead-on for
things like Oklahoma's Turnpike Service Plazas, but functionally equivalent
situation would be nearly any truck stop with a few extremely small Love's
(such as the one in Watonga and the one in Guthrie being obvious examples,
since these are actually closer to being your standard Oklahoma-style
fast-food/fuel/convenience type sites and lacking things like overnight or
truck parking, diesel, and showers), and would definitely be equivalent to
almost every Pilot, Flying J, and all Pilot and Cherokee Travel locations
I've been to (tribal bias I know, but the Cherokee Travel Plazas tend to be
unusually nice, often including full bars, hotels and casinos, which are
very rare features for truck stops anymore).

Agreed.  There's a world of difference between, say, a KOA and a Love's.
