Civil townships are being mapped because they correspond to actual governmental structures that have definite boundaries. Survey townships themselves don't have governments, so there's less of a case for putting them in OSM, especially where the boundary between one section and another is unclear from aerial imagery or on-the-ground observation.

In any case, if you map survey townships and sections, avoid using the boundary=administrative tag. Something like boundary=survey would be more appropriate.
