JOSM has a "Replace Geometry" tool found in the Util2 plugin that makes it
easy to merge old and new. Each building will have to be reviewed
individually. In some cases, the building in OSM might be newer but lacking
address information. In that case the address information will need to be
copies from the import to the existing building. It's harder, but with 3
year old data it is likely to occur.
