Sounds like perhaps the PC hasn't been licensed?
Getting BWS working by itself is the first step, then you can move along into
working in C#
The software has to be installed and licensed just like any other PC.

I'd recommend Process.Start actually - you will give you more functionality
since you can track the resulting process object
Are other commands ok? Can BWS run by itself and connect to something?
Many BWS methods have optional parameters. What version of Visual Studio are
you using? I know that before Visual Studio 10, it did not allow leaving
optional parameters empty.

I added the reference bostonworkstation70.dll.
Can't find BSS70.dll. It also appears to have
loaded BWS10 when I added bostonworkstation70.dll

Shell_ is a member of BostonWorkStation70.BostonWorkStation
That is in BSS70.dll; not having that referenced may be the root of your issue.
You do not need to reference BSS6.dll
