Rich, You hit the nail on the head concerning the issue I spoke to you about today.
I was doing a dry run on my remote BWS runtime install, and I had to abort the install before it completed (it had just barely started). When I tried to do the install again, I got an error message about not finding C:\\WINNT\Windows Installations\<bunch of alph-numeric chars>. After I OK'ed out of that window, I was prompted to supply a path, which I didn't know. Your solution was to ask if I had logged onto my remote system as "administrator". I had not. I had logged on as my test user. After logging off, and then logging on as administrator, the BWS install ran as expected. Lesson: Be sure that when you install BWS, you are logged on as administrator to your runtime system.
