OK,

I decided to use oRipa, because it is the only that I found that would let
me test it
before I paid for it.  Could not find a open source for windows,  there are
plenty for
the Linux os.

You might want to check out Flash Media Server to accomplish this. With a
very small and simple script you can trigger the users webcam and mic and
record the stream to the server for later use.
