Some kind of move like this would surely help increase the quality of software and allow those new to a project to become productive more quickly. This is basically what we are doing at my current place of employment. We've agreed on the Zend Framework, the zend modules and coding style (albeit somewhat improved), along with the the PEAR/PECL repositories. We also hold brief meetings before making extensions to the Zend framework, and general problem solving sessions are encouraged.
