/tmp is usually easy to write to, but it sure seems like apache
doesn't have permission to write there.
Who owns /tmp? What permissions are are on the directory?

cd /tmp
ls
Do you see files that start with sess?

I know that. Do you have a cookie for your domain named PHPSESSID?
