Yes this makes sense if you are dealing with NYC but not many other
places have county set tax rates ;)
If you are dealing with NYC use Ken's suggestion

Tax tables are available from NYS gov site.
The calculation is easy, record the taxable county in your table,
fetch in the rate, and multiply it by the taxable product total.
Presumably the customer will need a report that prints out the tax
collected by county for a given period.
