Sorry for jumping in here, but I just thought of a specific example that
I thought of with in Windows itself. It happens when you go to check for
security updates using the Windows Setting. You first press enter on the
"check for updates" button. If there are any available you can review
them by hitting enter on the number of updates. This displays a listview
with checkboxes next to each item which can be checked or not checked.
By pressing spacebar on any of these checkboxes produces the type of
behavior described.

Reading many check boxes with in drupal 7 I am finding it is not reading
them correctly. It will read the line above and not the actual item that one

I remember this being a problem back in 9.0 and it never got fixed in 9.1.
It happens in many different programs and Windows settings.
