Brice, The Insert-Arrow keys are used to help navigate the Windows 8 start screen, not the desktop. If you're using Windows 8 press the Windows key to open the start screen, and you should hear Window-Eyes speak something like, "Mail, R1 C1."
If you use the Insert-Arrow keys when in a normal list view, Window-Eyes interprets that as your desire to virtually explore the control, which can only be done if details are shown-- which, in the case of the desktop, they aren't.
