Just search the Window-Eyes manual for "Routing to Tooltips". It's under Window-Eyes features, Using the mouse. Below is the text.

Routing to Tooltips
Window-Eyes also allows you to route the mouse pointer to a tooltip. This feature is extremely useful when a balloon tool tip pops up in the system tray saying something like, "Click here to perform a task." For example, if you have automatic updates turned on and updates are available, a balloon tool tip may pop up in the system tray saying, "Updates for your computer have been downloaded from Windows Update. Click here to review these updates and install them." When you hear this message, press the Mouse to Focus hot key twice. Window-Eyes will say, "Pointer routed to tool tip," and the pointer will be placed in the center of the tool tip. At that point, you can press the Single Click Left Button, which is Numpad-Slash by default, to perform the click that the balloon refers to.

In order to interact with a tool tip all you have to do is hit the Mouse
to focus hot key twice. The default is Insert-Numpad-Plus. If it can't
be done it will say, "Unable to route mouse to tool tip." If it does
work it will say, "Mouse routed to tool tip," or something similar. Then
you can left click on it with the Single click left button hot key,
Numpad-Slash.

I give the names of these keys so if you're using the laptop layout you
can simply look them up in the Window-Eyes control panel under Hot keys,
Mouse.

numpad. I have been able to read the tip using the above command, but
have not been able to find a way to interact.  For example, my cd
burning program tells me there is stuff in memory.  But, I can not find
a way to delete it on the tip.  Hope that makes sense.
