Are you just using the up and down arrow keys in the settings dialog? Try left
and right as well.

Subject: Windows Not Reading With Tab nor Arrow Keys But With Mouse Only

Running Dell \optiplex with W10 pro.
Hitting windowsKey+I to get settings window I only read 2 entries in the
dialog with the arrow keys.
Using the mouse all the other settings are there and clickable.
I have the System setting and another, I forget which one, showing up in the
list using the normal inverted keyboard arrow keys.
I can click on the others with the mouse but this is not a correct response
by WindowEyes.
This is also the case in other dialogs but I forget which ones other than
the Dell Audio control panel which may, or ot,have accessibility hooks but I
am pretty sure the Microsoft dialogs will have accessibility hooks but
perhaps not MSAA orientated.
Ayone have a setting or fix to get these dialogs or windows reading
correctly and enable normal keyboard navigation?
