I think this applies to all versions of neo speech.
I have the stand alown I bought in 2005 and the pitch problem effected this 
version too.

If you are using Window-Eyes 9.3 along with a non-ZoomText version of 
Neospeech Kate or Paul, an issue which kept these voices from accepting any 
pitch change commands has been fixed. If both of these apply to you, then 
simply redownload and install your 9.3 update. If not, then feel free to
