I am one of those who has experienced some issues since upgrading to WE 9.3 on Windows 7 at work. Just quirky things that don't happen consistently enough for me to articulate, but definitely more focus and freezing that I often resolve by just logging out of Windows and trying again. I don't use my win 8.1 machine as much, but have not noticed any issues on it with WE 9.3.
