As a point of clarification, heading, not header, is the name of the HTML element used to create section titles and structure in a HTML document. If used correctly, headings aid navigation and allow you to quickly jump from one important section to the next.
The HTML header element, in contrast, is used as a container or grouping element for the repetitive content you normally find in the top section of all webpages on a given website. For example, the header usually contains the company logo, search box and top navigation links and these elements usually don't change when you move from page to page on a website. Most users try to find ways to skip past the header to find the unique content on the page. If you did want to navigate to a header, it should be presented as a Landmark on the page.
