Once someone copies a file into their dropbox, it must then be uploaded to the DropBox web site. Most of us have much slower upload speeds than download speeds, so it can take a while before a file is truly available for download, even if a link is generated. If your friend happened to turn off his or her computer before the upload completed, it may not complete until the next time the computer is turned on. You definitely do not need to have a dropbox to download from someone else's link.
