In my experience and testing, most of the OneNote user interface can be accessed and navigated with Window-Eyes and the keyboard. You can also perform a number of different functions using keyboard shortcuts or different context menus. But, you will start to run into usability issues when trying to edit, navigate and interact with the notes on pages. Each piece of content is stored in a container (similar to a content placeholder in PowerPoint) and there doesn't seem to be a logical way to navigate among these note containers using the keyboard.
