Jed, Be sure you are actually in a spreadsheet. Opening Excel 2013 and 2016 can put you in a window where you have to choose what you want to do, start a blank spreadsheet, open an existing one, etc. I think this is what Chris was getting at when he asked how you are opening it.
If you know you are in a spreadsheet, make sure SCROLL LOCK is off. Finally, are you accessing the spreadsheet from inside a Dropbox folder? If so, make sure the Dropbox Preferences has "Show Badges" set to "Never."
