don't be fooled by this statement. download speed for windows update has little to do with weather you are useing 7 or 10 with the same service plan you are useing. it has to do on how much traffic there is on the microsoft server, how much trafic on comcast. like how many people on comcast in your area is streaming netflix and hulu. etc. if microsoft server in your area is down. if you are streaming netflix on your system and trying to download windows updates at the same time etc.
it could be many things that slow down the updates..

Two important updates were available for Windows 7 today.  I have the
fastest residential internet service from Comcast.  I am wondering why
downloading these updates has been in progress for several hours. Last
week, thirteen important updates took almost six hours to download and
install.  Could someone offer an explanation for this.  Running WE 9.4, Win
7 HP 64-bit, I.E. 11 on an Acer laptop with 3 gigs of ram and a dual-core
AMD processor.
