LOL never mind. Turns out I was running the authorization file I'd downloaded when I first got a unique serial number and not the upgrade file. In the words of one of my favorite comedians, "here's your sign." LOL.

Ok, I got the upgrade, but when I ran it it asked me to deactivate my serial
number. I'vve done it but now it's not asking me to install the upgrade. It
just says there's a serial number not active on this system.

I recently tried to download WE 9.5, but when I clicked Help and Check for
Updates nothing, and I mean absolutely nothing, happened. I just got sent
back to the WE control panel. For the record I’m running the Office version
of WE 9.4 on my Windows 10 laptop. But I didn’t even get an indication that
Internet Explorer was trying to load a page.
