When using page down, turn off browse mode first.

Subject: Scrolling Down a Web Page in IE

Hi, Folks.  I'm trying to download some software from a Web site.  
However, in order to get the download, I need to scroll through a license
agreement.  I've tried page-down, ctrl-page-down, alt-right arrow, turning
browse mode off.  In all these cases, I can't seem to scroll down to read
the rest of the license agreement and terms.  How else could I scroll down
