turn off the mouse tracking in the mouse menu in the w e control panel.
this worked for me.
i want mouse tracking on for the desktop. but the start menu uses the same explorer.set file so i had to create a new set file while the start menu is opened and i called it explorer2.set and turned mouse tracking off so it does not get stuck on the search box when you tab away from it. after you create the set file make sure it is associated with the start menu while it is still opened.

If I tab passed the search box, it either gets stuck on repeating
"search box", or the list view with "no selected item".
I don't know when or why this happened, so I'm wondering if it's just me
to whom it has happened.
