Tom, My daughter bought an iPhone 10, and she says that pressing the power button three times on that unit should bring up VoiceOver. While there is no HOME button, there is a physical location on the screen that serves as a HOME button that will give some feedback when your finger is on it. On other devices, one presses the HOME button three times.
This process is configurable in settings, though. One can change what three presses of the HOME button or the POWER button on an iPhone 10 can do. I suppose it is possible that this could be configured differently by different carriers. Also, it is not easy to press the power button three times in rapid succession through some of the cases. If you can't get it to work with the case on, try it with the case removed so that you have more direct access to the physical power button.
