Sorry I couldn't go further toward helping you to solving your issue. However what Tom and I suggested might do the trick. But if your IT guy is offering to reimage, then you can't get any better than that, though that might be a bit drastic, but go for it nevertheless.
I tried renaming the Default folder, and had to go through a reinstallation of apps, but it did work for me.
