I think I figured it out.  It appears that there are some options for sighted 
users that saves visual space on the screen and the keyboard commands vary with 
how that is set.  

There is a button called "Ribbon options submenu".  To get to it, arrow once 
right past the Customize Toolbar button.  Tabbing might also get you there.  On 
that, you can check whether to show the upper ribbon (called the tabs), or the 
lower ribbon "called the tabs and commands".  Check the option you want by 
hitting enter on it. From my test, you want to show the tabs and commands so 
that, when you open the home ribbon, you need just tab once to get to the 
options.  If you choose to only display the tabs, then you would hit Alt to 
open the ribbon, then you'd have to hit space to select the tab you want prior 
to hitting tab to go to the lower ribbon with all the command options.

I pressed something in Outlook 2016 that messed up the ribbon menu drop down 
options.  When I press the alt key, under 'Home', I would get the options for a 
new message, reply, forward, etc.  Now I only get the option to customize 
toolbar.  Does anyone know how I can get my options back?
