I have tried the suggestion for a fix and it seems to have worked.
Instead of adding a line under misc, I simply edited the existing line
and changed it from a 1 to a 0.

To work around the evaluation copy error message when WE starts up, do the

2. Open the wineyes.ini file.

5. Back in Window-Eyes, go through each running app under the Apps menu, and
set them all to no longer check for updates at startup.

It appears that Vispero have completely taken down all GW Micro-related
pages and services without any warning. This is likely the reason for the
errant message on startup. I expect checking for updates, downloading apps,
and the like are completely busted now.
